Resorts World, Bally’s Casino Projects Receive Strong Community Backing at Hearings

Downstate casino proposals from Resorts World and Bally’s went through community hearings this week, and each received mostly positive support.

There appeared to be more concerns over the Bally’s project since its proposal was rejected last month by the Bronx City Council. However, both projects are a go.

The deadline to submit bids for downstate casino licenses passed on June 30. The state plans to award three licenses before the end of 2025.

Resorts World’s resounding approval

Resorts World has proposed a $5.5 billion gaming expansion that calls for the largest casino in the country. It includes the following amenities:

  • 6,000 slots and 800 table games
  • 2,000-room hotel
  • 7,000-seat arena
  • 30 bars and restaurants
  • Spa and day club
  • Convention area and 12-acres of public green space

The project would also create 24,000 jobs. Resorts World would also re-invest $1.5 billion into community benefits. The project is projected to bring in $2.2 billion in revenue by 2027.

Tom Grech, CEO of the Queens Chamber of Commerce, told the Queens Daily Eagle the complex will undoubtedly spur growth in the Queens area.

“With the state considering up the three new downstate casino licenses, we have a once-in-a-lifetime opportunity in a generation to grow our economy and create thousands of middle-class jobs in the communities that need the most.

“Resorts World also strengthened Queens’ small business ecosystem by prioritizing local vendors and encouraging guests to shop and dine locally by prioritizing local hiring, building career ladders, and supporting small businesses.

“Resorts World is helping preserve and grow the middle class in Queens. Their expansion will bring sustainable growth, strengthen local businesses, and invest directly [into Queens].”

All 40 speakers who testified during the hearing were in favor of the project. Resorts World is hosting another public hearing on Sept. 15.

Bally’s project gets widespread support

Bally’s hosted a similar hearing this week, where 42 of the 49 speakers spoke highly of the casino project in the Bronx.

The Bally’s project was saved by New York City Mayor Eric Adams’ veto of the Council’s decision. Council had a chance to override the mayor’s veto but decided against it. The project is slated to be the largest private proposal in the history of the Bronx.

Bally’s has also promised to invest $625 million into the community, in addition to the casino, hotel and entertainment district. Bally’s said the project will create 15,000 construction jobs to go along with 4,000 permanent jobs.

Most people at the hearing were on-board with the project. The few skeptics brought up the problems it could create, in addition to “a sellout of our community’s needs in exchange for corporate profits,” one speaker said, according to the Bronx Times.

Despite a few negative remarks, Bally’s received overwhelming support. Another hearing is scheduled for Sept. 6.
