Google has expanded personalized gambling advertising on YouTube, but New York remains excluded from the approved locations for prediction market ads, according to Yogonet.
The change took effect Oct. 30 and widened personalized gambling advertising across the US, UK and Canada. Google also placed prediction markets within its gambling-sensitive advertising category, while maintaining separate location and licensing requirements for those advertisers.
New York remains outside prediction market ad eligibility
Google’s approved locations for prediction market advertising currently cover the US except Connecticut, Michigan, Nevada, New York and Ohio. The UK and Canada are not approved locations for those campaigns, despite their inclusion in the broader personalized gambling advertising update.
Permission to use personalized targeting does not automatically qualify a prediction market operator to advertise on YouTube. Advertisers must also hold all applicable local financial, commodity and/or gaming licenses.
Google’s US eligibility requirements identify qualifying exchanges authorized by the Commodity Futures Trading Commission and brokerages authorized by the National Futures Association.
For New York, the relevant distinction is between Google’s broader targeting rules and its separate geographic eligibility rules: the expanded targeting permission does not override the state’s exclusion from prediction market advertising.
Gambling targeting must use Google-defined audiences
Personalized advertising lets businesses direct campaigns toward audience groups based on characteristics or interests. Under Google’s sensitive-category rules, gambling advertisers can use predefined Google audiences configured to exclude sensitive user signals.
Available targeting categories include interests, demographics and location. However, Google’s gambling advertising policy bars advertiser-curated audiences and targeting based on health information related to gambling.
Those limits also apply to prediction markets through their classification as a gambling-sensitive advertising category. Google separately prohibits ads for binary options that pay a fixed amount or nothing depending on movements in a financial asset’s price.
Certification and age restrictions still apply
Google’s broader gambling advertising policy requires advertisers to meet certification requirements, operate in approved locations and comply with applicable licensing rules.
Gambling advertisements must never target minors. Users under 18 are ineligible for personalized advertising under Google’s targeting policy.
